Syria Orders Modest Swimwear at Public Beaches

New Rules After Islamist-Led Government Took Power

Syria’s new Islamist-led government has introduced a dress code requiring women to wear burkinis or full-body swimsuits at all public beaches and pools. Men are also no longer allowed to be shirtless outside of designated swimming areas. Regular Western-style swimsuits (like bikinis or swim trunks) are only permitted in private clubs, 4-star and 5-star hotels, and premium resorts, as long as they follow general public decency.

Official: Rules Made for “Public Taste”

Tourism Minister Mazen al-Salhani said the goal was to respect the “public interest” and the “sensibilities of society.” Women must also wear a robe or beach cover-up when walking away from the water.

  • Women: Burkini or full-body swimwear; cover-up required outside the beach
  • Men: No going shirtless in hotel lobbies or restaurants
  • General public areas: Loose clothing preferred, covering shoulders and knees
  • Tight or transparent clothes discouraged

Lifeguards and beach supervisors will monitor people to ensure they follow the rules. The government hasn’t said what penalties may apply for violations.

These changes come after the fall of President Bashar al-Assad in December. He was replaced by a transitional government led by Ahmad al-Sharaa, former head of Hayat Tahrir al-Sham (HTS) an Islamist coalition once known as Al-Nusra Front, labeled a terrorist group by the US and UK.

In March, al-Sharaa signed an interim constitution that introduced Islamist rule for the next 5 years, with possible elections after that. He has avoided directly answering if full Sharia law will be implemented.

Criticism from Human Rights Groups

Human Rights Watch raised concerns about the new government, saying al-Sharaa’s power could threaten basic rights unless legal safeguards are added.

The Tourism Minister hopes these changes will help restart Syria’s tourism industry. After the US lifted sanctions in May, President Donald Trump said it was “a chance at greatness” for Syria.
